The Netherlands has an odd problem on its hands: The country is so safe, it doesn't need all of its prisons anymore. Within the last decade, roughly 25 have closed down or are expected to close in the coming years. With all the empty cells this has opened up a lot of potential space for luxury hotel rooms just like at the Het Arresthuis.
